Science governance as an interdisciplinary field has attracted increasing attention in recent years in policy and academic circles; however, the lack of a coherent thematic framework has led to conceptual and operational fragmentation in this field. The present study proposes a four-layer framework using an analytical-argumentative method and with the aim of providing a comprehensive map of the realm of science governance issues. This framework includes: (a) dimensions of science governance (fundamentals and values, structures, drivers, actors, policy formulation, policy implementation, monitoring and evaluation, and infrastructure); (b) levels of governance in two axes: geographical and content; (c) environmental and cultural contexts (politics, economy, culture, family, health, and cybernetics); and (d) four arenas (science production, scholar education, science storage and representation, and science application). The findings of this study show that science governance is multi-centric, networked, and synergistic in nature and cannot be reduced to a single dimension or area. The proposed framework can serve as a basis for integrated policymaking, comparative research, and systematic evaluation of science governance at the national and international levels.
