Science governance has become one of the main axes of public policy-making in recent decades. However, the Iranian experience shows that despite the significant accumulation of official documents and structures, the science and technology system is facing deep crises, including the erosion of the scientific community, the emigration of elites, and the decline in the quality of research. Using an analytical-argumentative method and a review of the literature and background on the subject of science governance, this article argues that the main root of the inefficiency of science governance in Iran lies in the lack of a coherent, independent, and critiqueable scientific community. Efficient science governance is not possible without the formation of such a community, and attempts to replace bureaucratic mechanisms with scientific institutions lead to the production of formal and ineffective science. In addition to explaining the close relationship between the success of science governance and the existence of a sustainable scientific community, the article proposes a conceptual framework that includes redefining the problem, separating bureaucracy from science, strengthening scientific dialogue, and the relative independence of the scientific institution.
