The crisis of effectiveness in scientific systems, the gap between knowledge and values, and the excessive politicization or, conversely, the insufficient political direction of the management of scientific institutions have highlighted the need to rethink models of science governance. Adopting an interdisciplinary approach, this study seeks to explain a normative and structural model of science governance based on the principles of Islamic management. It formulates six fundamental principles—consultation (shura), justice, scientific integrity, unity, balance, and oversight—as the main pillars of this model. The central research question is how operational mechanisms can be derived from these principles to regulate power relations, allocate resources, provide ethical direction for the production and dissemination of knowledge, and establish coordination and coherence within the scientific system. The study employed documentary analysis, with data collected through library research.
The findings indicate that the principle of consultation leads to the decentralization of power, strengthens the scholarly community, and promotes stakeholder participation. The principle of justice provides a basis for the equitable distribution of opportunities (procedural justice) and the identification of research priorities (distributive justice) according to the actual needs of society and the public interest. The principle of scientific integrity encompasses both researchers’ ethical responsibilities toward truth and society and the structures responsible for safeguarding research integrity, including measures to combat fraud, conflicts of interest, and monopolistic practices in science. The principle of unity promotes coherence among the components of the scientific system and prevents duplication of effort and fragmentation in science policymaking, emphasizing the need for coordination among scientific, executive, and governing institutions. The principle of balance seeks to reconcile the diverse interests of scholars, policymakers, industry, and society, as well as to maintain a balance between academic freedom and social responsibility within the scientific system, thereby preventing excess in either direction. Finally, the principle of oversight serves as a mechanism for ensuring the implementation of the preceding principles and guaranteeing accountability and transparency throughout scientific processes, from the micro level (individual researchers) to the macro level (the science policymaking system).
