The governance of science, particularly in the field of religious sciences, is an emerging yet vital issue in the transformation and development of these disciplines. Adopting an analytical–argumentative approach, this article examines the concept of governance in the religious sciences, along with its necessities and requirements. First, key concepts related to governance in the humanities and religious sciences, scientific governance, and science policy are examined. The literature on the transformation of Islamic sciences and scientific governance in Iran and the Muslim world is then reviewed. The main part of the article provides an in-depth examination of the concept of governance of the religious sciences. In this regard, the distinction between decision-making and decision-shaping, the role of decision screening and recalibration in scientific governance, and the necessity of adopting a network-based perspective on the religious sciences are analyzed.
The article also provides a detailed assessment of the current governance system of the religious sciences in Islamic seminaries, focusing on weaknesses in competent institutions, the absence of a governance chain, the mismatch between research and contemporary needs, the slow pace of the research system, the dominance of book-oriented scholarship over theorization, the fragmentation of academic disciplines, weak feedback mechanisms, the predominance of administrative structures over scientific management, and an inadequate culture of scholarly collaboration. Finally, the requirements for achieving effective governance of the religious sciences are discussed, including the establishment of independent decision-screening institutions, the development of a system of futurology, the design of an integrated network of religious sciences, the strengthening of theorization, the expansion of problem-oriented research, the redefinition of scientific management, the establishment of feedback and continuous evaluation mechanisms, and the enhancement of interaction between seminaries and society. The ultimate aim of this article is to develop a theoretical and practical framework for improving the governance of the religious sciences and ensuring their dynamism, effectiveness, and responsiveness to contemporary needs.
